深化企业改革是全面深化改革的重点,通过深化企业改革,逐步形成独立经营、自负盈亏、自我约束的经营机制,以便增强企业活力,提高经济效益,治理经济环境,整顿经济秩序。本文仅就深化企业改革的几个问题进行粗浅的探讨。一、关于企业的领导体制问题。目前,根据企业法而建立起来的厂长负责制,是十年改革的一大成果。它突出了厂长在企业里的中心位置,强化了生产经营指挥系统的功能,克服了公有制下无人负责的局面,适应了商品生产的要求。但是,这种新型的领导体制还需要进一步加强和完善。当前特别需要探讨的就是如何处理好新型的党政关系?
Deepening enterprise reform is the focal point for deepening the overall reform. However, this new type of leadership system still needs to be further strengthened and improved. What we need to explore at present is how to handle the new type of party-government relations?
