关注民生、保障民生、改善民生,是各级政府最紧迫、最重要、最关键的任务之一。中央经济工作会议强调,要把改善民生作为保增长的出发点和落脚点。作为江苏省级经济开发区的苏州浒墅关经济开发区,在当前国际金融危机不断蔓延的情况下,不仅没有在民生建设上打折扣,而且加大了民生工程建设力度,赢得了当地群众的普遍赞扬。据悉,2008年开发区直接用于民生资金达2000多万元,2009年将安排用于民生工程的资金达2亿多元,又一批涉及民生的社会服务设施将建成,民生环境将进一步优化,居民收入将进一步提高。浒墅关开发区组建于1992年9月,1993年被江苏省人民政府批准为省级经济开发区,下辖一个街道、12个行政村,5个社区居委会,常住人口3万人,流动人口5万余人。近几年来,开发区抓住苏州城市区划调整和高新区实施“北扩西进”、“二次创业”的发展机遇,实施了大规模的开发建设,区域经济社会得到了飞速发展,成为苏州经济发展最快、变化最大的地区之一。到2008年,开发区引进内外资项目378家,注册外资25亿美元,注册内资65亿元人民币,各项经济指标保持年均50%以上的增长。浒墅关开发区在大力实施开发建设、加快区域城市化进程的同时,始终坚持民生优先,让人民群众充分享受改革发展成果。近年来,开发区共投入5亿多元资金用于区域教育、环境、服务设施、社会保障、就业创业等民生工程建设,使区域居民真正实现了少有所学、壮有所为、老有所养、失有所靠、病有所医、弱有所助,通过强化“农民增收、宜居环境、社会保障、社会服务、现代教育、社区文化”这六个点,勾勒出一幅充满障憬的民生图谱。
