国家能力是统治阶级以国家机关为能力载体,以公共权力保证其政策和意志有效性,进而实现社会公共目标和利益、价值、资源分配的社会治理能力的合力。国家能力是一个综合性的概念,涉及到社会的各个层面,各个阶级,各个利益群体。国家能力体现为政策目标实现的能力和政策执行的能力。国家权力的有限性、国家行政能力的有限性和国家权威合法性的有限性是公共政策的有效性的保证。
The ability of the state is the synergy of the ability of the ruling class to take the state organs as its carrier of power and public power to guarantee the effectiveness of its policies and will so as to realize its social public goals and benefits, values and resources. National capacity is a comprehensive concept that involves all levels of society, all classes and various interest groups. National capacity reflects the ability to implement the policy objectives and the ability to implement the policies.
