十四届五中全会明确指出了今后15年的主要奋斗目标。这就是“实现国民生产总值比2000年翻一番,使人民的小康生活更加宽裕,形成比较完善的社会主义市场经济体制。经过15年的努力,我国社会生产力、综合国力、人民生活水平将再上一个大台阶,社会主义精神文明建设和民主法制建设将取得明显进展,为下个世纪中叶实现第三步战略目标,基本实现现代化奠定坚实的基础”。实现上述奋斗目标,关键是实行两个具有全局意义的根本转变。一是经济体制从传统的计划经济体制向社会主义市场经济体制转变;二是经济增长方式从粗放型向集约型转变。笔者认为,经济增长方式的转变尤为重要,就此谈几点看法。
The Fifth Plenary Session of the 14th Central Committee of the Communist Party of China clearly pointed out the major goals for the next 15 years. This is “to realize that the gross national product (GNP) will double that of 2000 so that people’s well-off life will be more comfortable and a relatively perfect socialist market economy will be formed. After 15 years of hard work, China’s social productive forces, overall national strength and people’s living standards will On the next major step, remarkable progress will be made in the building of a socialist spiritual civilization and in building a democratic legal system, laying a solid foundation for the realization of the third-step strategic goal and the basically realization of modernization by the middle of the next century. ” The key to achieving these goals is to implement two fundamental changes with global significance. The first is the transformation of the economic system from the traditional planned economy to the socialist market economy and the second is the transformation of the mode of economic growth from extensive to intensive. The author believes that the transformation of the mode of economic growth is particularly important, to talk about this view.
