档案:应松年,1936年11月13日出生于浙江宁波。1960年毕业于华东政法学院。现为国家行政学院法学教研部主任、教授、博士生导师,中国法学会行政法研究会会长。曾参与中国行政管理学会的筹建,是我国首批行政管理学研究者之一。现任全国人大内务司法委员会委员,北京市人大法制委员会副主任。全国人大常委会法工委行政立法研究组成立以来,任副组长。曾参与《行政诉讼法》、《国家赔偿法》、《行政处罚法》等法律起草工作,参与《立法法》、《行政许可法》的研究,是《行政程序立法》研究项目的主持人。
File: Ying Song years, November 13, 1936 was born in Ningbo, Zhejiang. In 1960 graduated from East China University of Politics and Law. Now he is the director of law teaching and research department of National School of Administration, a professor and doctoral tutor, and the president of Administrative Law Research Institute of China Law Society. He was one of the first group of administrators in administration in China to participate in the preparation for the establishment of China Institute of Management. IncumbentNational People’s CongressThe judiciary committee, Beijing Municipal People’s Congress legal committee vice director. Since the establishment of the Administrative Legislation Research Group of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, he has served as the deputy leader. He was involved in the drafting of laws such as “Administrative Procedure Law”, “State Compensation Law” and “Administrative Punishment Law”, and participated in the study of “Legislation Law” and “Administrative Licensing Law”. He is the host of the research project of “Administrative Procedure Legislation”.
