National Academy of Sciences, Academy of Engineering and Medical Research Institute submitted four proposals to President Bush. These organizations say that crucial decisions must be made about this in the next four years. The four white papers include recommendations that must be made as soon as possible for policy decisions. These include (1) civil space policy, (2) AIDS, (3) global environmental change (4) the president's science and technology advice, etc.) These white papers are entitled: Civil Space Program Recommendations (National Academy of Sciences and Academy of Engineering); HIV Infection and AIDS - Recommendations to the President (National Academy of Sciences and Medical Research Institute); Recommendations on Global Environmental Change (National Academy of Sciences, Academy of Engineering and Medical Research Institute);
