第一條:本學院每年招收新生一次,凡本市中小学教師,各級業餘學校教師及识字班教师均有报名資格。待將来扩充后再招收一般幹部入学。第二條:本院採学科制,以課程为單位,每門課程学習一年,學習終了成绩及格时,發给該課修業及格证書。第三條:本院學生於學年終了時,如所修各課成绩均及格,下學年可另选课程,繼續學習,不必再經報名手續但於學年終了前须聲请保留学藉,否則即將學藉取消。
