最近,我们通过调查发现,粮食企业资金跑冒流失、挪用浪费情况十分严重。突出表现在:(1)专用基金超支,挪用收购贷款搞固定资产投资。(2)粮食系统内部货款拖欠屡清不断,收购资金运行受阻。(3)企业经营性亏损严重,大量占用收购贷款。(4)自有流动资金不足,大量依赖贷款。针对上述情况,我们认为必须从以下几个方面加强管理:(1)粮食收购资金要齐抓共管。单靠农行负责
