俗话说:“铁打的营盘,流水的兵。”既然是铁打的营盘,就要有铁的纪律。但这也并不意味 着就是用死板的框框去管理部队。部队管理说到底还是人的管理,部队的正规化最终还是人的正规 化。近年来,上海市消防总队所属各基层单位积极开展部队正规化建设,在部队内部掀起了争创标 兵单位和先进个人的“双争”活动,取得了显著的成效,涌现了一大批标兵单位和先进个人。以下是 第五支队正规化建设与管理试点单位虹口中队在这方面的经验之谈,供广大官兵参考。
