本世纪初,创新理论的先驱熊彼特在提出创新概念的同时,即指出了创新的集群特性。由于在现实中,创新大多是通过集群,尤其是扩散过程的集群,波及和渗透到经济活动的不同领域,给进一步的创新提供诱因、机会和条件,带动产业结构向高级化发展,从而对整个经济发生作用,即创新集群是创新影响经济变动的重要过程和传递方式,因而,研究创新集群的成因和内在作用机制,对制定经济政策尤其是发展中国家制定促进经济发展的政策,有着十分重要的意义。 随着创新研究的不断深入,国外学者对创新集群问题的研究经历了一个逐步深化的过程。
