今年以来,我们厂深化企业改革,实行承包经营责任制。我们铸造车间是第一个试行承包并一包到底的部门,自三月份起正式承包。我们进行了一系列内部改革,加强科学管理,取得了较好的经济效益。深化企业改革的关键在于改革和完善企业经营机制,中心是国家、企业、职工三者的责、权、利如何结合,即如何选择责、权、利关系适度点和结合部。承包经营责任制具有“包死基数,确保上交,超收多得,欠收自补”的基本特征,体现了自负盈亏的原则,能够激励承包者尽其所能,多创多收,从而达到多留多得。
