在现存民国档案中,北洋政府(1912年一一1928年)所形成的档案只占很少的一部分,其内容的完整性与连续性甚至不如年代更早的清代档案。究其原因,则与南京国民政府对前政权档案的处置措施失当有关。上世纪30年代,南京国民政府财政部北平档案保管处对北洋政府财政部档案的清理鉴定,造成大批档案的流失,即是民国档案史上的一个典型个案。透
Among the extant Republican archives, the Beiyang Government (1912-1928) formed only a small part of the archives, and its contents were even less complete and continuous than the archives of the Qing Dynasty earlier in the decade. The reason, then with the Nanjing National Government files on the former regime mishandling measures related.
