我国加入WTO后,烟草行业遇到了前所未有的发展机遇,同时又面临严峻的挑战和考验。世界烟草管理模式不断创新和发展,烟草专卖管理工作进入一个特定的改革调整时期。在新形势下,专卖管理如何更好地服务基层,服务市场,服务生产经营,已成为摆在烟草行业各级领导和烟草同仁面前的又一重大课题。
After China’s accession to the WTO, the tobacco industry has encountered unprecedented opportunities for development while facing severe challenges and tests. The world’s tobacco management model has been constantly innovated and developed, and the tobacco monopoly management has entered a period of special reform and adjustment. Under the new situation, how monopoly management can better serve the grassroots, service markets and service production and management has become another major issue for leaders at all levels of the tobacco industry and their tobacco colleagues.
