近年来,各种突发事件爆发频率急剧上升,一些突发事件波及的范围具有典型的跨行政区划的区域性特征,这些区域在空间覆盖范围上与行政区域有错位与重合,这就需要构建跨区域突发事件应急合作机制,有效利用不同地区、部门的社会资源实施救援,使突发事件带来的损失减到最小。本文以长三角地区为例,根据该区域突发事件的总体特征,分析该区域现阶段应对跨区域突发事件的现状及存在问题。在此基础上,文章对区域应对突发事件的合作与协调的优化机制进行了研究,并设计了一般的应急合作流程。
In recent years, the frequency of outbreaks of various emergencies has risen sharply. The scope of some unexpected incidents has the typical regional characteristics of inter-administrative divisions. These regions have misaligned and overlapping with the administrative regions in terms of spatial coverage. This requires building Cross-regional emergency cooperation mechanism for emergency, effective use of different regions and departments of social resources for the implementation of rescue, so that the incident caused the loss to a minimum. Taking the Yangtze River Delta as an example, this paper analyzes the current situation and existing problems of cross-regional emergencies in the current period according to the general characteristics of the emergencies in the region. On this basis, the paper studies the optimization mechanism of the cooperation and coordination of emergency response in the region, and designs the general emergency cooperation process.
