应芬兰总理、英国首相、德国总理、塔吉克斯坦总理邀请,国务院总理温家宝于9月9日至16日对芬兰和塔吉克斯坦进行正式访问,对英国、德国进行工作访问。访问期间,温家宝总理与往访四国领导人和各界人士广泛接触,共签署了30多项合作协定,涉及政治、经贸、科技、文教、能源、环保等多个领域,进一步巩固和加强了与往访国家的友好合作关系。中芬双方决定继续扩大在科技创新、投资、人文等领域的合作。中英两国同意充实重点领域合作,分别设立了中英气候变化和能源工作组,建立两国可持续发展高级别对话机制。中德决定保持两国总理年度会晤机制并利用热线电话随时保持沟通,增进双方在重大战略问题上的沟通。访塔期间,双方同意尽早商签《中塔睦邻友好合作条约》,加强在经贸和安全领域合作。此访促进了中国同有关国家的双边合作,对于保持双边关系的连续性和稳定性具有重要意义。访问期间,温家宝总理还出席了在芬兰首都赫尔辛基举行的第九次中欧领导人会晤、第六届亚欧首脑会议和在塔吉克斯坦首都杜尚别举行的上海合作组织成员国总理第五次会议。
At the invitation of the Prime Minister of Finland, the Prime Minister of the United Kingdom, the German Chancellor and the Prime Minister of Tajikistan, Premier Wen Jiabao paid an official visit to Finland and Tajikistan from September 9 to 16 and paid a working visit to Britain and Germany. During his visit, Premier Wen Jiabao had extensive contacts with the leaders of the four countries and people from all walks of life. He signed a total of more than 30 cooperation agreements involving politics, economy and trade, science and technology, culture, education, energy, environmental protection, and other fields, further consolidating and strengthening the future. China and Germany decided to maintain the annual meeting mechanism between the two prime ministers and use hotlines to maintain communication at all times so as to enhance communication between the two sides on major strategic issues. During the visit to Tajikistan, the two sides agreed to sign the “China-Tajikistan Good-Neighborly Treaty of Friendship and Cooperation” as soon as possible and strengthen cooperation in the fields of economy, trade and security. This visit has promoted China’s bilateral cooperation with relevant countries and is of great significance for maintaining the continuity and stability of bilateral relations. During the visit, Premier Wen Jiabao also attended the Ninth China-EU Summit, the Sixth Asia-Europe Meeting and the fifth meeting of the Prime Ministers of the member states of the Shanghai Cooperation Organization held in Dushanbe, capital of Tajikistan, held in Helsinki, Finland.
