“以人为本”是科学发观的核心理念,也是我国公共政策的逻辑起点和归宿。公共政策落实科学发展观,贯彻“以人为本”的价值理念,离不开广大公民的有效参与。公民参与是公共政策本身的价值旨归,也是科学发展观的内在诉求。当前我国公民参与普遍存在着参与意识淡漠、参与知识匮乏和参与机制不完善等现象。加强公民参与公共政策研究,拓宽参与渠道,完善参与保障机制,改善参与的社会环境,提高公民参与意识和参与热情显得尤为重要。
“People-oriented ” is the core concept of scientific development of the concept, but also the logical starting point and end-result of China’s public policy. Public policy Implementation of the scientific concept of development, implementation of the “people-oriented” value concept, can not do without the effective participation of citizens. Citizen participation is the value goal of public policy itself, and it is also the inner appeal of the scientific concept of development. At present, the common participation of citizens in our country is the lack of participation awareness, the lack of participation in knowledge and the imperfect participation mechanism. It is especially important to strengthen citizens ’participation in public policy research, broaden the channels of participation, improve the mechanism of participation, improve the social environment for participation, and raise citizens’ awareness of participation and enthusiasm.
