外包合作是企业交易方式和经营战略的创新。发达国家的企业纷纷开展外包合作以提升竞争力,将传统上企业内部完成的人力资源、财务、研发、IT服务等业务转交外部企业完成。我国政府制定了一系列促进国内企业承接海外企业外包的政策,取得了重要成绩。但是,我们更应该认识到外包合作是新形势下全球企业重大变革的趋势,是企业提升竞争力的重要手段,政府应进一步完善相关政策,促进国内企业开展外包合作。
Outsourcing cooperation is the innovation of business transaction mode and business strategy. Enterprises in developed countries have carried out outsourcing cooperation in order to enhance their competitiveness, and the transfer of business functions such as human resources, finance, research and development and IT services traditionally completed within the enterprise to the external enterprises is completed. The Chinese government has formulated a series of policies to promote domestic enterprises to undertake outsourcing of overseas enterprises and has achieved important results. However, we should recognize that outsourcing cooperation is a trend of major changes in global enterprises in the new situation and an important means for enterprises to enhance their competitiveness. The government should further improve relevant policies and promote the outsourcing cooperation among domestic enterprises.
