扩大基本养老保险覆盖面是完善社会保险体系的重要内容,也是确保养老金按时足额发放和深化企业改革、保障劳动者合法权益的重要保证。因此,随着社会保险制度改革的不断深化,扩大基本养老保险覆盖面的工作取得了阶段成果。但是,据笔者对基层扩面对象进行统计分析,其状况令人堪忧,突出表现为“四多四少”。既女职工多男职工少,个体工商户多非公有制企业职工少,年老对象多年轻对象少,参保刚好十五年的多超十五年的少。究其原因,主要有以下几点: Expanding the coverage of basic endowment insurance is an important part of perfecting the social insurance system and an important guarantee for ensuring the timely and full payment of pensions and deepening the reform of enterprises so as to guarantee the legitimate rights and interests of laborers.
