今年4月份,有关部门收集了 社会保险工作人员违法违纪受到制 裁、处分的26个案例,编就“警示 录”,拟将在一次全国性工作会议上 印发。由于客观原因,会议推迟未 开,“警示录”只得在内部传阅。对 此,有关部门领导批示,此件可在中 国社会保险杂志上刊登,以示警戒。 看过“警示录”后,编辑的心始 终不能平静。违法违纪虽然只是个 别现象,但确确实实发生了,有些案 件的情节和手段还十分低劣、恶劣, 个别大案要案颇有些触目惊心。 正视问题、研究问题才能解决 问题。是把26个案件一一告诉读 者,还是选取个案作细节报道?编者 最后选取了后者。谁犯了罪、判了多 少年固然重要,但更需要大家知道 的是怎么犯了罪、问题出在哪里。但 是由于缺乏第一手材料,手头可用 的素材又实在有限,文章不免存在 一定缺憾。但无论如何这是值得一 读的文章。 刊登此文,一不是要赶批评性、 揭露性报道的时髦,二不是要拿哪 个地方开刀,主要目的是给各级社 会保险机构和工作人员提个醒儿、 敲敲钟。在社会保险改革呼声高涨 的今天,制度的创新固然急迫和重 要,加强内部管理、建立监督机制同 样迫在眉睫。制度创新与完善管理 只有同步进行,才能一步一个脚印 地向前走。
