随着市场经济的不断深化,人力资源成为企业参与竞争和谋求发展的主导因素。培养和造就一支德才兼备、群众公认的优秀干部队伍,成了企业“当领跑”的法宝。因此,笔者认为,在经济新常态和企业换挡增速的新常态下,深化人事制度改革,建立科学的选人用人机制,全面落实公开、公平、公正的方针,最大限度地调动员工的积极性、主动性和创造性,为企业转型升级发展提供坚强可靠的人才保证和智力支持,具有现实而深远的意义。
