在我们的人民共和国成立以后,人民群众和国家的关系发生了根本的改变。这种改变的最重要标志之一,就是人民群众对国家事业的无限关心,每天都有许许多多的人民群众向我们的党和国家机关写信,批评我们工作中的缺点、错误与偏向,提供改进工作的建议。「三反」运动以来,人民来信更显著增加。仅据上海市区两级领导机关一九五二年一月至八月的统计,即收到人民来信三十万四千多件(「五反」检举材料在外)。重庆市一九五二年上半年统计,收到人民来信在三十五万件以上。
After the founding of our People’s Republic, the fundamental changes have taken place in the relations between the people and the state. One of the most important signs of such a change is that the masses of the people have infinite concern for the cause of the country. Every day, there are a great many people who write letters to our party and state organs, criticize the shortcomings, mistakes and tendencies in our work, Provide suggestions for improvement. Since the “three anti-opposition” campaign, the number of people’s letters has increased even more dramatically. According to statistics from January to August 1952, two leading organs of Shanghai Municipality received more than three hundred and four thousand letters from the people (“five anti-government” materials). In the first half of 1952, Chongqing Municipality collected more than 350,000 letters from the people.
