人才缺失曾经使企业面临严峻形势天津桥梁工程处始建于1976年唐山大地震后,原称桥梁维修队。建队之初仅有三四十人,主要从事天津郊县公路网上桥梁的加固维修。固定资产不足200万元,年产值不过百万元。20世纪90年代中期,维修队改为工程处,开始承接多种结构的中,小型桥梁的施工任务,但还不具备承担大型桥梁的施工能力,年产值只能达到千万元左右。
