本文认为,经济体制改革促进了我国区域市场初步发育。但是,由于旧体制的阻碍和通货膨胀的困扰,区域市场的结构和功能有所错乱,对于区域经济发展产生了积极作用和消极作用并存的现象。文章分析了引起我国区域市场发育不良的基本原因,提出中国政府应从六个方面推进区域市场发育,实现区域经济的协调发展:1、搞好治理整顿,改善宏观经济环境;2、改革财政包干体制,消除封锁、分割市场的权力主体;3、培育企业集团,活跃区际贸易;4、改革价格体制,调整区际比较利益关系;5、发展“条”、“带”经济网络,加强区域横向经济联系;6、改善区域政策,增强中央政府对区域市场的宏观调控能力。
This paper argues that economic restructuring has promoted the initial development of China’s regional market. However, due to the obstruction of the old system and inflation, the structure and function of regional markets have been disordered, which has both positive and negative effects on the development of regional economy. This paper analyzes the basic causes of the underdevelopment in the regional market of our country. It points out that the Chinese government should promote the development of the regional market from six aspects and realize the coordinated development of the regional economy: 1) do a good job in rectification and improvement of the macroeconomic environment; 2) , Eliminate the power of blockade and market segmentation; 3, cultivate business groups, active inter-regional trade; 4, the reform of the pricing system to adjust the inter-regional comparative interests; 5, the development of “Article”, “belt” economic network, Economic relations; 6, to improve regional policies and enhance the central government’s macro-control over the regional market.
