党的十三大阐明了的社会主义初级阶段理论是我们制定和执行正确路线和政策的根本依据,也是我们办一些事业遵循的指导思想。我们的卫生事业,特别是关系到八亿农村人口健康的最基本的初级卫生保健工作,必须遵循这一指导思想,否则就要偏离正确方向,给我国卫生事业带来危害。近几年来,我国积极响应世界卫生组织(WHO)向全世界提出的——“2000年人人享有卫生保健”的战略目标,在全国积极地宣传、倡导、开展实现这一战略目标唯一有效的策略——初级卫生保健(PHC)。“初级卫生保健”一语是1978年在苏联阿拉木图召开的“初级卫生保健国际会
