“先富”政策伊始,多数学者的第一个反应是担心:会不会出现两极分化?这种惴惴不安的心情是否多余,为富民政策的补充(即号召先富的人带领广大群众共同致富)所证实。单凭经济收入来衡量贫富有两层含义:一是宏观上国民收入的变化量,二是微观上个人收入的变化量。前者由生产力发展状况从而经济增长状况决定;后者由国民收入总量增长状况、国民收入在国民中分配状况决定。前者是总体的绝对量;后者是个体的相对量。先让一部分人富起来,再让另一部分人富起来,余次类推,于是出现民富国安,歌舞升平之盛
