当前TPP虽已达成基本协议,但仍需要符合规定的条件才能最终生效。对于日本来说,其在国内通过TPP的最大阻力仍在于农协等利益集团的反对。本文通过考察日本在TPP农产品贸易领域的承诺,主要包括对优惠幅度、零关税商品、降税时限、配额和保障措施商品等关税和非关税措施的量化分析,以及与日本——澳大利亚经济伙伴关系协议的比较研究,发现日本在TPP中的农业开放水平有了一定提升,但仍在可接受范围之内,因此在国内通过的阻力并不大,不过这也意味着TPP并未完全达到其所宣称的“全面”和“高水平”。
Although the current TPP has reached a basic agreement, but still need to meet the conditions in order to eventually come into force.
