实施西部大开发战略是一项事关我国现代化建设全局的世纪伟业，已被正式列入国家“十五”发展规划。就整体而言，实施西部大开发的重点是以基础设施建设为前提的开发；以环境保护和生态平衡为起点的开发；以产业结构调整为主线的开发；以地方经济为依托和科教为先导的开发。
