自我国引入学习型组织理论以来,在企业的管理实践中得到了广泛的应用和推广,并获得巨大的成功。然而,该理论并未在我国的机关事业单位得到应用,一个很大的原因就是这个就是机关组织具有其特殊性。但是,机关事业单位作为国家的行政机构,仍然具有组织管理的普遍性与共同性,所以学习型组织理论同样适用于学习型机关。机关单位的良好运转关键在于人事管理,这不仅关系着国家的民生,而且其效率直接影响着其他组织的运行。笔者从我国的机关单位的实际情况出发,结合学习型组织理论,希望能为机关的人力资源管理提供借鉴。
Since our country introduced the theory of learning organization, it has been widely applied and popularized in the management practice of enterprises and achieved great success. However, this theory has not been applied in the organs and institutions of our country. One of the very big reasons is that this is the organ organization has its particularity. However, the organs and institutions as the administrative organ of the country still have the universality and commonality of organization and management, so the learning organization theory also applies to learning institutions. The key to the good operation of the organs and units lies in the personnel management. This not only affects the people’s livelihood in the country, but also directly influences the operation of other organizations. The author, starting from the actual situation of the organs and units in our country, combined with the theory of learning organization, I hope to provide reference for the human resources management of the organization.
