1998年12月,中国科学院与云南省人民政府签订了共建昆明分院的协议书。共建昆明分院是云南省委、省人民政府和中国科学院在新的形势下解放思想、更新观念,进一步深化改革扩大开放,实施“科教兴国”、“科教兴滇”战略和可持续发展战略的重要举措。立足云南经济、社会、科技发展,结合“西南生物资源和生物多样性保护研究基地”建设,充分发挥昆明分院在生物学研究及生物多样性保护学科、研究开发及人才优势,为云南省农业可持续发展、四大支柱产业的发展及高新技术产业的培育作出更大的贡献。共建的主要内容有:两个中心:即“国
