Mianyang City is located in the northwest of Sichuan Province, is an important national defense research and production base, known as China Science and Electronic City. In 1991, the State Science and Technology Commission, the Commission of Science, Technology and Industry for National Defense, and the State Council’s Third Department Jointly listed Mianyang City as a pilot city for promoting military science and technology to cities through science and technology. In 1992, the Mianyang National Hi-Tech Industrial Development Zone, featuring military transformation from the People’s Republic of China, was approved by the State Council.
