去年底，市领导分头到各区县开展了综合性调查研究，充分肯定各区县在改革开放、经济发展、城市建设和管理、社会事业发展等各方面取得的成绩。应该说，上海能有这样好的成绩，是在市委、市府的领导下，由各区县的干部群众努力奋斗取得的。发展是硬道理，上海城市综合竞争力的提高，也要靠各区县的综合发展水平来体现。本刊年前对上海部分区县的计委领导进行了约稿，他们谈了在新世纪开局之年，如何“开好头、起好步”的打算，读来令人振奋。特此刊出，以飨读者。
