我局担负着17个县市、303个人民公社、一万一千多个生产大队的邮电通信任务。1974年以前,我地区邮政通信为手工操作,劳动强度大,工作效率低。每到业务量猛增的冬季,烟台局甚至不得不把许多邮袋堆放街头。为了摆脱这种被动局面,我们发动群众广泛开展技术革新和技术革命,大干三年,全区基本上实现了邮件搬运装卸机械化。在技术革新中,我们建立了“三结合”的地县两级科研、 “双革”组织和科技情报网,地区局由一名常委挂帅,各县市局有一名局长参加。我们按照大、中、小相结合,重点和一般相结合,以大促小,以重点带动一般的原则来安排革新项目。对于重点项目,采取会战的方法,组织全区力量把它搞上去。对于一般的中、小项目,强调各单位自己动手、土打土闹。为了保证技术革新的顺利开展,我们学习大庆“有条件要上,没有条件创造条件也要上”的艰苦创业精神,学习延寿“一不等,二不靠,三不伸手向上要,自己动手变面貌”的先进事迹,破除迷信,解放思想,因陋就简,土法上马,没有技术干中学,没有车间露天干。三年来,我们全地区,试制成功了双向升降式传送带17台,折叠式传送带1台,大吊车1台,小吊车1台,改制汽车5辆,改制牵引汽车3辆,改制拖盘车14部,制造各种类型的室内作业运袋小车20辆。这些革新成果投产使用后,实现了装船、卸船用汽车吊,装卸火车用铲车,装卸汽车使用传送带。从而减轻了劳动强度,提高了工作效率,加快了邮件的转运速度。下面介绍几项设备,供大家参考。
