本文所论及的民国时期的利用外资活动,既包括民初南京临时政府,也包括袁世凯统治时期的北洋政府,还包括军阀混战时期的北洋政府在这方面的活动。经济史学界对北洋军阀政府时期的大借外债之行径,都持否定的意见。其实,从历史事实看,民族资产阶级在这一时期掀起“实业救国”热潮,并开展一些利用外资的活动,它从一个侧面反映了当时的对外经济关系,也显示了民族资产阶级试图通过利用外资活动,对“实业救国”有所作为。对此,需要进行一番辨析。
