本文认为实施流域生态区际补偿,是保护流域生态环境,实现流域区经济社会可持续发展的重要途径。我国应当采取流域生态区际补偿的准市场模式;建立健全流域区际民主协商机制、流域生态价值评估机制、补偿资金营运机制、项目带动机制以及信息共享和沟通机制等。
This paper argues that the implementation of watershed ecological inter-regional compensation is to protect the ecological environment of the basin and realize the economic and social sustainable development of the basin area an important way. China should take the quasi-market model of interregional ecological compensation of watersheds; establish and improve regional inter-basin democratic consultation mechanism, watershed ecological value assessment mechanism, compensation fund operation mechanism, project-driven mechanism and information sharing and communication mechanism.
