各省、自治区、直辖市、计划单列市财政厅(局)、外经贸委(厅、局),新疆生产建设兵团财务局、外经贸局,各驻外经贸商务机构,各中央管理企业:根据2002年中央财政预算安排,对具有对外经济合作经营资格的企业(以下简称企业)为实施对外承包工程项目而从国(境)内商业银行(以下简称银行)获得的流动资金贷款予以贴息。为做好2002年财政贴息工作,现将有关事项通知如下:一、申请贴息的企业和项目应具备的条件(一)申请贴息的企业必须具备以下条件:1、经外经贸部批准具有对外经济合作经营资格。
