绵延的黄土,起伏的山丘,裸露的岩石,纵横的沟谷。干涸而贫瘠的土地,不断繁衍增殖的人口。这儿,时刻在遭受着水土流失病魔的缠绕,这里,是举世闻名的贫穷之乡。……随着中华大地的巨大变革,1983年,永定河上游张家口地区坝下怀安、万金、芋县、阳原、涿鹿、怀来、崇礼、尚义8个县列为国家水土保持重点治理区。接着,治理区的180万人民展开了一场治理水土流失、整治国土,改造山河,裨益当代,造福子孙的宏图伟业。
