所谓政企分开,主要是指政府与企业在经济体制中各自摆正自己不同的地位:政府作为国家的代表,维护人民的根本利益、全局利益和长远利益;而企业是经济活动的实体和主体,在国家法律范围内追求最大限度的利润。政企是否分开是计划经济体制与市场经济体制的根本区别之一。在计划经济条件下,政府统一组织社会生产,直接管理企业,主要指国有企业,从人财物到产供销都由政府包揽,企业只是政府机构的附属物。从一定意义上说政企不分是传统计划经济体制
