1978年至1987年,我国投资体制改革经历了第一阶段,即简政放权,缩小指令性计划范围,在建设领域实施市场化。1988年至1991年,投资体制改革经历了第二阶段,开始加强对投资结构的调整。1992年以后为第三阶段,健全以产业政策为基础的宏观调控体系。
From 1978 to 1987, the reform of China’s investment system experienced the first stage, that is, the simplification of power and decentralization, the reduction of the scope of mandatory plans and the implementation of marketization in the field of construction. From 1988 to 1991, the investment system reform went through the second phase and began to step up the adjustment of the investment structure. After 1992, as the third stage, we will perfect the macro-control system based on industrial policies.
