1940年,密云被开辟为抗日游击根据地后,不久,党的组织建立。当时密云县以潮河为界划分为两部分,潮河以东(简称河东)归属冀东;潮河以西(简称河西)归属平北。1940年6月,河东地区成立中共蓟平密联合县西北办事处委员会,江东任书记。办事处以密云县鱼子山(现属平谷县)为中心,开始建党工作。7月,发展了首批党员。
In 1940, Miyun was opened up as a base for anti-Japanese guerrillas soon after the party’s organization was established. At that time, Miyun County was divided into two parts by the tidal river as the boundary. The east of the tidal river (referred to as Hedong) belonged to Jidong. The west of the tidal river (referred to as Hexi) belonged to Pingbei. In June 1940, a committee of the Communist Party of China, Jixi County and the Northwest Office of the CPC Central Committee was established in the Hedong region. Jiangdong served as secretary. Office to Miyun County roe Hill (now Pinggu County) as the center, began the founding work. In July, the first party members were developed.
