近年来,我国可再生能源蓬勃发展并大规模接入电网,对电网调度运行产生了深刻影响。对此,我国必须升级现行的电网规划立法对行业进行指导与支持。通过文献调查和规范比较的研究方法,发现国外电网规划立法确保了可再生能源的优先上网和优先利用权,合理规划了可再生能源间的发展次序,科学建构了规划与异议程序,并配套了完善的社会支持机制。相关的经验可供我国参考,我国也应当明确电网中可再生能源的发展目标;建构一套清晰的能源规划、发展和争议解决程序;建立区域、全国甚至跨越洲际的电力交易市场;设置气象信息共享机制和开发引导指南制度;用项目审批快速通道、政府采购和市政工程示范等来引导与鼓励可再生能源的蓬勃发展。
In recent years, China’s booming renewable energy and large-scale access to power grid dispatching operation has had a profound impact.
