当前水库除险加固工程的工程造价往往存在的历史遗留问题较多、工程建设规模较小、工程内容及项目较繁杂等特点。因此,对其管理需注意以下问题:水库工程管理范围占地应该办理土地征用确权发证手续,其费用应该列入工程概算投资内;水库征地补偿标准的确定应该与新《土地管理法》的标准相统一;水库除险加固工程概算中其他建筑工程及其他大型临时工程的投资应该取用较小的百分数,或者根据实际工程需要按设计工程量乘单价(或单位指标)计列。
