随着我国经济社会发展进入新常态,提供优质公共服务所面临的形势与任务将更加复杂艰巨。本文从全面分析认识新常态下我国公共服务的发展状况和存在的问题入手,深入研判公共服务领域出现的新特征和新趋势,总结归纳公共服务在国内外发展的实践经验和理论演变,为扩展和深化公共服务供给侧结构性改革的顶层设计思路进行了思考和探索,特别是对社会资本在公共服务领域的发展态势、存在的问题和改革方向进行了分析和总结。
As China’s economic and social development has entered a new normal, the situation and tasks it will face in providing quality public services will be more complex and arduous. Starting with a comprehensive analysis and understanding of the development and existing problems of China’s public services in the new normal, this paper deeply studies new features and trends emerging in the field of public services, and summarizes the practical experience and theoretical evolution of public services at home and abroad. And deepening the structural reform of the public service supply side of the top-level design ideas for thinking and exploration of social capital in particular the development of public services in the field situation, problems and reform direction were analyzed and summarized.
