对“十五”期间三北工程建设成效及投资执行情况、使用管理情况进行了分析,认为“十五”期间三北工程建设具有投资增加、投融资渠道更加广泛、投资突出建设主攻方向等特点,但也指出了三北工程目前所存在的规划与计划脱节、投资总量不足、单位投资标准低、管理不规范等问题。在对工程建设投资状况进行深入分析的基础上,提出了应将三北工程纳入公共财政框架、进一步提高投资标准、优化投资结构、严格按照项目管理等建议。
During the “Tenth Five-Year Plan” period, the construction of Three-North Project, the implementation of investment and the management of usage were analyzed. Based on an in-depth analysis of the investment status of construction projects, this paper proposed that the Three North Project should be included in the public financial framework, the investment standards should be further improved, the investment structure should be optimized, and the project management should be strictly followed.
