为适应美海军从准备打一场全球性远洋大战转移到应付地区性冲突和沿海作战的战略转变,美海军潜艇部队与海军特种作战部队近年来密切合作,联合开发了一种供“海豹”突击队使用的新型运送艇,亦称载人潜水器。这种运送艇由攻击型核潜艇进行部署。美海军与美特种作战司令部(负责为海军特种作战司令部研制和采购装备)签署了一份谅解备忘录。在该备忘录中双方阐明了准备结合到海军新一代攻击型核潜艇设计中的一些独特的特种作战特点。
In order to adapt to the strategic shift of the United States naval forces from preparing to launch a global ocean war to coping with regional conflicts and coastal operations, the United States Navy’s submarine force and the Navy’s special operations forces have worked closely together in recent years to jointly develop a “SEAL” The new type of craft used by the team, also known as manned submersibles. This type of craft is deployed by attacking nuclear submarines. The U.S. Navy signed a memorandum of understanding with the U.S. Special Operations Command (responsible for the development and procurement of equipment for Navy Special Operations Command). In the memo, both parties set forth some unique special operations features to be incorporated into the design of the Navy’s new generation of offensive nuclear submarines.
