我国有线广播电视覆盖网建设发展速度之快，举世罕见。但什么样的有线广播电视覆盖网发展模式是适合我国国情的模式，界内外有关人士认识并不一致。作者通过对山东、广东、上海两省一市有线广播电视覆盖网包括其建设、运营、管理方针政策的实地调查，从国家整体利益和事业发展应遵循的客观规律出发，论述了适合我国国情的建网与管理模式。文章分5部分：一，保证喉舌、宣传工具功能和社会公益事业性质，是根本原则；二、促进联网以发挥系统优势，是发展规律；三、与公用通信网的关系是分开建设运营，尽可能合作；四、开展综合信息服务，是进一步发展方向；五、宏观调控有待加强。
