对于民族自治地区近年来经济发展水平与全国相比差距扩大的原因,人们可以从不同的角度作出不同的解释.从价格政策角度来看,民族自治地区价格改革的历程、内容、方式大体与全国一样(除特区外),即使与发达地区相比,政策的差异也不是很大.如果说有差异,那么主要是表现在对现有政策的具体操作上,民族自治地区执行政策的灵活性和变通能力不够,没有较好地根据本地区社会经济的特点和内外经济环境的变化,适时地制定和调整价格政策,没能充分地、理直气壮地运用《民族区域自治法》所赋予的民族自治权力,灵活、变通地执行各种价格政策.换言之,如果从价格政策角度来寻找民族自治地区与非民族自治地区经济发展水平的差异的原因,那么,政策操作上缺乏灵活性是最根本的原因.
