国有林场是通化县林业建设的主力军,在县域经济社会发展中发挥着重要作用。可是多年来林场因体制不顺和“两危”困扰,资源萎缩,经济阻滞,职工生活困难,人心浮动,企业步履维艰。要想让国有林场活起来,民生好起来,深化改革是唯一正确的途径。本文分析了国有林场存在的问题,提出了改革目标、原则、主要内容和应对措施,可为有序推进通化县国有林场改革提供参照。
State-owned forest farms are the main force in the construction of forestry in Tonghua County and play an important role in the economic and social development in the county. However, for many years, the forest farms have been struggling because of the problems of unsmooth system and “double jeopardy”, shrinking of resources, economic sluggishness, difficulties in life of employees, and the floating of people. To make the state-owned forest farms live better, people’s livelihood will be better and the deepening reform is the only correct way. This paper analyzes the existing problems of state-owned forest farms, puts forward the objectives, principles, main contents and countermeasures of the reform. It can provide references for the orderly reform of state-owned forest farms in Tonghua County.
