十五大报告提出了从战略上调整国有经济布局的任务,明确国有经济需要控制的是关系国民经济命脉的重要行业和关键领域。在这种背景下,国有经济布局调整的步伐进一步加快,企业的经营状况也得以改善。但是,从目前情况看,国有经济布局调整的进展状况距离十五大报告提出的总体目标还有很大差距,而且在调整中还出现了一些不尽如人意的现象。这些问题产生的原因是多方面的,其中两个制度性原因值得我们重视:一是国有经济布局调整中没有一个明确的领导机构在宏观层面上进行统筹把握;二是国有资产的管理体制和运行机制还不完善,从制度上制约了国有经济布局调整的步伐。因此,为进一步推进国有经济布局的战略调整,当务之急是成立一个明确的领导机构,由其行使国有股股东的权力,并在宏观层面上对国有经济布局调整统筹把握。

Therefore, in order to further promote the strategic readjustment of the state-owned economy, it is imperative to establish a clear leadership structure, exercise the powers of state-owned stockholders and to exercise overall control over the overall layout and adjustment of the state-owned economy at a macro level.
