近年来,不断高攀的房价成为百姓心头难以承受之重,原有住房保障体系致使制度“夹心层”因不具备廉租房申请资格又难以承受经济适用房购买压力而游走在住房保障制度的空白区域。公共租赁房是国家为解决“夹心层”住房问题,完善住房保障体系提出的有效途径,在中央推动下,各地结合自身情况,开始探索公共租赁房政策的具体实施办法。本文在评析各地公租房制度的同时,结合国际经验,对进一步完善公共租赁房政策提出建议。
