近几年,海阳市委、市政府着眼于发展财政经济、壮大地方实力,从培植财源人手,大力实施了“财源工程”。自1998年以来,全市地方财政收入连续三年超亿元,年增长幅度均在16%以上,2000年地方财政收人1.43亿元,增长17%。一、实施工业立市战略,培植主导型财源。海阳市在实施“财源工程”的过程中,把工业经济作为财源建设的重中之重,牢固树立“工业立市”思想,着力膨胀工业经济规模,提高工业经济运行质量。一是抓改革。该市按照“政府出让产权,择优受让主体,法人代表控股,明确资产约束”的思路,坚持不动产权不算改制的原则,对市乡企业进行了大刀阔斧的改革,走出了一条符合海阳实际、符合企业实际的改革新路。目前,该市已改制企业334冢,改制面达到97%,工业经济呈现出良好的态势。2000年,限额以上工业企业实现利税2.8亿元,增长18.6%。二是抓骨干。市里按照“动态管理、激励发展”的思路,筛选了26户重点企业
